Maritime Security Report: 20-26 April 2026

This week saw twelve maritime security incidents, with heightened tensions in the Strait of Hormuz and Gulf of Oman, alongside persistent piracy and armed robbery threats in the Indian Ocean and Southeast Asia.

Executive Summary


Indian Ocean

As tensions rise in the Hormuz, with three vessels being fired upon by IRGC troops and a U.S. seizure of a tanker, opportunistic Somali piracy has risen as well; one vessel has been hijacked, and another boarding is currently in progress.


Europe (Black Sea)

Ukrainian UAV strikes hit Tuapse port and refinery, causing fires and damage.


Southeast Asia

Multiple robberies have been reported by tankers, barges and bulk carriers whilst transiting the Singapore Strait.


West Africa

A robbery and attempted assault have been reported at Abidjan anchorage, resulting in minor theft with the perpetrator fleeing the scene.

Indian Ocean

23 April 2026

A container vessel transiting approximately 83 nautical miles southeast of Eyl, Somalia, was approached by two small craft carrying armed individuals. One of the craft closed to within 600 meters, prompting the vessel’s armed security team to fire warning shots. The approaching craft returned fire before both vessels disengaged and departed the area. All crew members were reported safe and accounted for.


23 April 2026

Open-source reporting indicates that U.S. forces intercepted an iranian linked tanker during an overnight operation. The vessel, identified as stateless despite displaying a Guyana flag later confirmed to be fraudulent, had previously been sanctioned by the U.S. Treasury in 2024 for transporting Iranian oil. The interception occurred within the U.S. INDOPACOM area of responsibility while the tanker was en route to Zhoushan, China. The boarding took place near the location of a similar recent seizure and formed part of an expanded enforcement effort targeting illicit Iranian oil smuggling networks.


22 April 2026

UKMTO has received a report from the Company Security Officer regarding an attack on a cargo vessel approximately 8 nautical miles west of Iran. The vessel was approached by three small crafts, each carrying up to three armed individuals, who opened fire. The ship subsequently stopped in the water following the incident. No damage to the vessel has been reported, and all crew members are safe and accounted for.


22 April 2026

A container vessel has been attacked whilst underway approximately 15nm Northeast of Oman (exact position not specified). The reports state the vessel was approached by one IRGC GUN BOAT and the Iranian forces have reported the vessel has been seized. The UKMTO received a report of an incident; however, no warning was issued at the request of CSO.


22 April 2026

UKMTO reports indicate that a container vessel was attacked while underway approximately 15 nautical miles northeast of Oman. The vessel was approached by a single IRGC- affiliated gunboat, which did not issue any prior VHF communication before opening fire. The attack caused damage to the vessel's bridge. Authorities are currently investigating the incident.


21 April 2026

A Palau-flagged tanker has reportedly been boarded by an unspecified number of armed individuals while underway approximately 24 nautical miles southeast of Hafun, Somalia. The situation is currently ongoing, with limited verified information available. Investigations are in progress, and further updates are expected as additional details are confirmed.


20 April 2026

MICA-CENTER has reported the hijacking of a Somali-flagged fishing vessel by eleven armed individuals in the vicinity of Xaafuun, Somalia. The perpetrators successfully boarded and took control of the vessel. At present, there is no confirmed information regarding the condition of the crew or the vessel’s current whereabouts.

Europe

20 April 2026

Open-source reporting indicates that Ukrainian forces conducted a large-scale UAV strike targeting Tuapse Port and the adjacent Rosneft-operated refinery in Russia. The regional governor described the incident as a “massive drone attack, ” while Russia’s Defence Ministry reported intercepting 112 drones across the Black Sea region and Crimea. Despite interceptions, both the port and refinery sustained impacts, with debris also affecting the surrounding infrastructure. Fires were reported at marine terminals, and three individuals were injured.


Southeast Asia

21 April 2026

It has been reported that there has been a robbery onboard a Marshall Islands-flagged tanker whilst underway in the Phillip Channel, Singapore Strait. Four perpetrators armed with knives were seen by crew in the engine room. The Captain reported that all crew are safe and that items of the ship's spares were reported as stolen. The tanker did not require any assistance and has continued her voyage to Taiwan.


20 April 2026

A barge under tow by a Singapore-flagged tugboat was subjected to a robbery while transiting the Singapore Strait. Two unauthorised individuals were observed, one aboard a sampan and the other on the barge itself. The perpetrators managed to steal a quantity of scrap metal before departing the vessel. All crew were reported safe and accounted for, and no assistance was required. The vessel continued its voyage to Thailand.


20 April 2026

An attempted robbery was reported onboard a Liberia-flagged bulk carrier while transiting the Phillip Channel in the Singapore Strait. A single perpetrator was discovered in the engine room by the duty crew, prompting the activation of the vessel’s alarm system. No items were reported stolen, and the intruder fled. The vessel did not require assistance and continued its voyage to China.


West Africa

21 April 2026

A robbery was reported onboard an offshore support vessel anchored at Abidjan inner anchorage, Ivory Coast. An unidentified individual was detected on deck by the duty watchman, who was subsequently assaulted as the perpetrator attempted to throw him overboard after stealing his phone. The watchman raised the alarm, prompting the intruder to abandon the attempt, jump overboard, and escape using a canoe. All crew members were reported safe, and the vessel was later instructed to relocate to a safer anchorage.

  • Monitor AIS, radar, and VHF Channel 16 for anomalies.

  • Treat suspicious VHF communications and approaches as potential threats.

  • Report incidents immediately to relevant authorities, including:

    • IMO / IMB
