This week saw thirteen maritime incidents, with intensified drone and unmanned strikes in the Black Sea and a sharp escalation of enforcement measures and kinetic activity in the Indian Ocean.

Executive Summary


Indian Ocean

Tensions in the Persian Gulf escalated this week following the implementation of a U.S. naval blockade targeting Iranian-linked maritime traffic. The move introduces a new layer of operational complexity for commercial shipping transiting the Strait of Hormuz.

One incident involved a bulk carrier being struck by two unidentified projectiles southeast of Oman, reinforcing the ongoing threat to merchant vessels from kinetic attacks in the region.


Europe (Black Sea)

Drone and unmanned surface vessel (USV) warfare continued to dominate the Black Sea, with both Russia and Ukraine targeting maritime and energy infrastructure. Ukraine conducted strikes on the Tuapse Oil Refinery and a tanker near Novorossiysk was struck by a Ukrainian USV, sustaining minor damage but remaining operational. Russia responded with UAV strikes on Izmail port and a cargo vessel bound for Odesa, demonstrating continued focus on disrupting Ukrainian logistics and export capacity.


Southeast Asia

Low-level maritime crime persists in the Singapore Strait. A barge and accompanying tug were boarded by three individuals using a sampan, resulting in the theft of scrap metal. While operational impact was minimal, the incident highlights the continued vulnerability of slow-moving or low-freeboard vessels in congested waterways.


Red Sea

Two separate suspicious approaches were reported involving high-speed craft attempting to close distance with commercial vessels. In both cases, crews implemented deterrence measures. These incidents indicate a persistent boarding threat environment, likely opportunistic but with the potential for escalation.

An Indian-flagged tanker was fired upon by IRGC gunboats northeast of Oman, forcing it to turn back from the Strait of Hormuz.

A containership was struck by an unidentified projectile, causing container damage but no fire or pollution.


18 April 2026

A Maltese-flagged cruise ship reported a near-miss explosion approximately 3 nautical miles east of Oman, with no damage sustained.


14 April 2026

A bulk carrier was struck by two unidentified projectiles approximately 112 nautical miles southeast of Ras Al Hadd, Oman. The strikes caused a fire onboard, which was extinguished with assistance from a Pakistani naval vessel.


13 April 2026

U.S. Central Command implemented a blockade on maritime traffic linked to Iranian ports and sanctioned vessels, with active monitoring and enforcement measures now in place across the region.

16 April 2026

Ukrainian UAVs struck the Tuapse Oil Refinery, causing large-scale fires, civilian casualties, and damage to surrounding infrastructure and energy assets.


15 April 2026

A tanker near Novorossiysk was hit by a Ukrainian USV, sustaining minor damage. One crew member required hospitalization, but the vessel remained operational.


14 April 2026

A Liberian-flagged cargo vessel was struck by a Russian UAV while en route to Odesa. A fire broke out but was contained by the crew, allowing the vessel to continue its voyage.


13 April 2026

Russian UAV strikes targeted Izmail port infrastructure, damaging logistics facilities, railway assets, and a civilian vessel.

A barge and tug transiting the Singapore Strait were boarded by three individuals who stole scrap metal before fleeing. No crew injuries were reported.

A tanker was approached by a high-speed craft, which disengaged after visible defensive measures were taken by the crew.


12 April 2026

A vessel southwest of Al Hudaydah was approached by an armed skiff attempting to board. The crew deployed a flare, successfully deterring the attackers.
