Major Incidents Include:

CARIBBEAN SEA:

Low-Level Property Crime: Risk remains confined to isolated, opportunistic theft, posing no meaningful threat to crew or vessel safety.

EUROPE:

  • BLACK SEA:

    • Elevated Bilateral War Risk: Sustained UAV and missile exchanges between Russian and Ukrainian forces keep Black Sea port calls and naval operations in a high-risk category, with energy and port infrastructure bearing the brunt of the campaign.

  • MEDITERRANEAN:

    • Narrow but Escalating Onshore Infrastructure Risk: Repeated strikes on Libyan energy facilities point to a growing, if geographically contained, threat with limited direct impact on merchant shipping.

INDIAN OCEAN:

Low, Opportunistic Risk: Regional exposure remains limited to isolated petty crime, posing negligible operational impact on shipping.

MIDDLE EAST:

  • STRAIT OF HORMUZ: Contested Chokepoint Under Sustained Pressure: Recurring UAV and projectile strikes on tankers and bulk carriers, layered atop active U.S. blockade enforcement against Iran, keep transits in an elevated and unpredictable risk posture.

  • RED SEA: Persistent Threat to Regional Energy & Port Infrastructure: Repeated Houthi strikes on Saudi and Yemeni targets sustain elevated escalation and civiliancasualty risk, reinforcing the corridor's status as a high-threat operating environment

Operational Guidance

Operators should:

  • Watch for Air & Sea Projectiles: Maintain sharp lookouts for long-range UAVs, cruise missiles, and USVs across the Black Sea, Red Sea, and Persian Gulf.

  • Comply with Chokepoint Closures: Avoid entering the Strait of Hormuz due to active military engagement, unless explicitly authorized.

  • Mitigate Global Port & Anchorage Risks: Enforce anti-boarding watches at Caribbean and Indian Ocean anchorages.

  • Deploy Maximum Active Deterrence: Ensure onboard security details are at peak readiness to repel state-level aggression and kinetic strikes in high-risk zones.

  • Monitor Urgent Military Broadcasts: Maintain constant watch on VHF Channel 16 for sudden navigation bans, and track emergency UKMTO, and MSCIO updates.

Threat Outlook

Region

Threat Level

Assessment

Black Sea

Very High

Risks in the Black Sea have peaked again, as both Russia and Ukraine launch large scale, region-wide, strikes. All commercial shipping is a target for subsea, surface and aerial drones, including in coastal areas.

Caribbean Sea

Low

Low-level piracy threats are a possibility in these waters.

Caspian Sea

High

Frequent Ukrainian strikes targeting energy infrastructure, and military cargo shipments between Russia and Iran.

Gulf of Guinea

Low

Low-level piracy threats are a constant element in this area.

Mediterranean

Low

Repeated strikes on Libyan energy facilities point to a growing, if geographically contained, threat with limited direct impact on merchant shipping.

Red Sea

High

The Houthis have officially entered the Iran conflict, announcing a blockade of the Red Sea and striking multiple tankers, along with maritime facilities.

Strait of Hormuz

Very High

The Hormuz conflict has entered new escalations as military exchanges between the US and Iran have reached new heights. Meanwhile, the blockade enforcement by both parties has transitioned to kinetic strikes.
