Executive Summary

East Africa

Several suspicious approaches occurred in Yemeni waters, as well as a successful hijacking of an anchored tanker which is now underway towards the Somali Coast.

Europe (Black Sea)

Ukraine launched three attacks involving USVs and UAVs, targeting sanctioned civilian vessels, military supply routes, naval vessels, and port/energy infrastructure.

Gulf of Guinea

One attempted robbery occurred at San Pedro anchorage, Ivory Coast, as multiple people were spotted climbing the anchor chain. They fled in a small wooden boat once the alarm was raised.

Indian Ocean

A bulk carrier was attacked in the Straight of Hormuz by multiple Iranian small vessels. Meanwhile, piracy activity is rampant in waters around Somalia, as two tankers have reported suspicious approaches by small crafts with motherships.

Key Incidents by Region

Europe

3 May 2026

Ukraine launched a major wave of drone strikes on Russia’s Primorsk Port. Russia claims to have intercepted more than 60 drones, however several still hit key port infrastructure of the oil terminal, an oil tanker at the port, a Karakurt-class missile ship, and a patrol boat. The barrage resulted in a fire which was quickly extinguished. No oil spill was reported following the attack.

29 April 2026

Open-sources reported that a sanctioned Cameroon-flagged tanker was struck by Ukrainian forces 199NM southwest of Tuapse, Russia. The Ukrainian Navy stated two unmanned surface vessels (USVs) were used to strike the stern of the ship, targeting the engine room. At the time of the strike, the vessel was awaiting loading at sea from another vessel, and therefore not laden with any cargo. The extent of the damage remains to be seen.

29 April 2026

Open-sources suggest that Ukrainian drones have hit and damaged two Russian guard ships at the Kerch Strait Bridge, which is a key supply artery for Russian troops in Crimea. The guard boats are involved to protect supply lines from Ukraine’s USVs. The two targeted vessels are reported to be heavily damaged.

A bulk carrier reported a suspiciously approached by a green hulled skiff 84NM southwest of Al Mukalla, Yemen. The skiff approached within 500 meters in 10 minutes and was accompanied by a white fishing vessel from the starboard side. The vessel deployed defensive measures and fired warning shots, leading to the skiff altering course.

2 May 2026

A tanker was hijacked whilst at an anchorage off Qana Port, Shabwa, Yemen. Several armed individuals boarded and took control of the vessel, which is currently underway in the Gulf of Aden heading towards the Somali coast. Operation ATALANTA is investigating and the Yemen Coast Guard has been deployed.

1 May 2026

A Liberian-flagged bulk carrier was suspiciously approached by a skiff with a black hull transporting seven armed people. The skiff was aggressively approaching the vessel, eventually closing to within 10 meters. They aborted the approach once the vessel’s defensive measures and armed security team were spotted.

Gulf of Guinea

27 April 2026

There was an attempted robbery on a containership in San Pedro anchorage, Ivory Coast. The crew observed multiple people climbing up the anchor chain to gain access to the vessel. When the alarm was raised the perpetrators aborted their attempt and fled in a wooden boat. The local authorities were informed.

Indian Ocean

3 May 2026

The bulk carrier, Minoan Falcon, was attacked 11NM west of Sirik, Iran. The master reported multiple small crafts attacking the vessel. The crew is reported safe and no environmental impact was observed. Vessels must transit with caution and report any suspicious activity to the UKMTO.

28 April 2026

A tanker was approached by a suspicious craft whilst underway 488NM southeast of Hobyo, Somalia. A possible mothership crossed the vessel from the starboard to port at 1.2NM from the vessel. A small craft was then observed approaching from the starboard bow to within 400 meters. The tanker executed evasive maneuvers, increased speeds, and the armed security team displayed their weapons, which made the small craft abort its approach and returned to the mothership.

28 April 2026

The UKMTO received a report of an incident 500NM east of Mogadishu, Somalia. The tanker was approached suspiciously as a larger wooden vessel crossed ahead of the tanker at 1NM, after which two additional crafts approach from the starboard side and closed within 400 meters. Upon sighting the armed sentries, both crafts and the mothership fled.

Indian Ocean

Very High

Opportunistic Somali piracy has resurfaced amidst the escalating military situation in the Hormuz.

Europe (Black Sea)

High

Continued drone and USV warfare targeting infrastructure and vessels poses operational risk.

East Africa

High

Consistent attempts at hijackings of vessels both in anchorages and steaming nearby Yemen. Likely by Somali PAGs.

Gulf of Guinea

Medium

Anchorages and Ports remain high risk of unauthorised boardings and violent theft.

Operational Guidance

Operators should:

  • Avoid high-risk areas, such as the Strait of Hormuz and the Black Sea, where feasible.

  • Maintain high vigilance in risk areas, monitoring for small craft and suspicious activity.

  • Strengthen onboard security with access control, regular drills, and use of armed guards where permitted.

  • Enhance lookout and early warning, especially in chokepoints and at anchorages.

  • Apply deterrence measures such as alarms, lighting, and visible security presence.

  • Follow reporting protocols and monitor VHF, UKMTO, and NAVWARNs for updates.

  • Prepare for rapid response to armed incidents, including fire and emergency procedures.

  • Restrict access to critical vessel areas and enhance onboard security protocols.

  • Monitor AIS, radar, and VHF Channel 16 for anomalies.

  • Treat suspicious VHF communications and approaches as potential threats.

  • Report incidents immediately to relevant authorities, including:

    • UKMTO

    • MSCHOA

    • IMO / IMB
